I am grateful to be able to use Design Thinking to help others who may be struggling with receiving unemployment benefits right now! I have found that one of the Dept of Labor's "File a Claim" user flows has an ERROR, and shared my step-by-step walkthrough of how to access a confirmation number ending for this particular user scenario. This might not solve for all the problems that have surfaced during this time of struggle, but I know it will help tons of fellow contenders out there!!
